Summary

Dr. McLean has graduate training in statistics, measurement, evaluation, research, and educational psychology coupled with 45 years of experience teaching, researching, leading, and managing in these areas.  This includes over 35 years leadership experience as a program chair, area/department head, director, assistant dean, and dean.  He currently holds the titles of Dean and Research Professor Emeritus in the College ofEducationat The University of Alabama and Professor Emeritus in Education and Biostatistics at the University of Alabama at Birmingham.  For four years, he served as the chair-holder of the James H. Quillen Chair of Excellence in Teacher Education at East Tennessee State University.  His research interests include applications and methods of evaluation, assessment, measurement, accountability, and research, particularly as they apply to the teaching-learning process.  He has demonstrated transformational leadership at every level.

Research, Assessment, and Evaluation

Dr. McLean’s doctorate from the University of Florida is in research methodology  where he also studied educational psychology and leadership.  He also holds a two-year Master of Statistics degree from Florida that covered both theoretical and applications of statistics as well as a Bachelor of Science in Mathematics Education.  He has directed, co-directed, and/or administered well over 100 research, assessment, and evaluation projects funded in excess of six million dollars.  In addition, he directed about 50 student doctoral studies, many of which that have received major awards.  Dr. McLean’s research has been primarily applied to school and student improvement.   Dr. McLean also served six years in the United States Marine Corps and Marine Reserve being honorably discharged with the rank of Sergeant.

His research, assessment, and evaluation work has been recognized in numerous ways.  For example, he is a four-time recipient “Outstanding Research Paper Award” at the Annual Meeting of the Mid-South Educational Research Association for co-authored papers.  The Mid-South Educational Research Association Board of Directors renamed the “Outstanding Research Paper Award” the “James E. McLean Outstanding Research Paper Award” beginning with the 2002 award “for his loyal support and dedication to exemplary educational research in the Mid-South.”  In 1999, he received the UAB School of Education Dean’s Award “in recognition of outstanding service to the School of Education.” He is also the co-author of article that won the 1988-89 Mensa Education and Research Foundation Award for Excellence in Research.  Dr. McLean was named “University Research Professor” by The University of Alabama Board of Trustees, October, 1987 [One of 11 on entire UA faculty, only one in Education] in recognition for his research accomplishments.  Reappointed University Research Professor by Board of Trustees for the University of Alabama at Birmingham, September, 1995.  He is also a two time recipient of the “Academic Excellence Award” presented by The University of Alabama College of Education’s Capstone College of Education Society in recognition of academic excellence in research, service, and teaching (inaugural award, 1983 and again in 1995).  He was named “Professional Educator of the Year” by the Alabama Chapter of Phi Delta Kappa in 1985.  He served as the Elected President of 500-plus member Mid-South Educational Research Association, 1982.  Recognized in numerous Who’s Who type books including Who’s Who in the South and Southwest, Who’s Who in American Education, and Who’s Who in the World among others.  He was the senior evaluator and author of  Evaluation of the Health Through Science Project, winner of  the 1981 American Educational Research Association Division H Award for the “Best Report of Findings from an Evaluation Study.”  His first research award was the Wiles Memorial Award for his dissertation as the “most outstanding contribution to educational research” in College of Education, University of Florida, 1973-74 (which can be found online at http://www.archive.org/details/empiricalexamina00mcle).

Most of these studies have been conducted in schools with the intention of improving student learning.  They have ranged from individual classroom studies to statewide assessment programs.  He has served on the Alabama State Department of Education’s Technical Advisory Committee for Student Assessment since 1981.  Dr. McLean has also served on statewide assessment committees in Georgia and Mississippi and worked closely with the Southern Association for Colleges and Schools on accreditation issues.

Leadership and Administration

Dr. McLean has served as a transformational leader at numerous levels.  Over the nine-year period he served as the Dean of The University of Alabama College of Education, the College made extraordinary strides forward.  The College more than doubled in student enrollment while at the same time increasing admission requirements.  The academic profile of the student body improved every year.  The College became the third largest at UA from a previous position of sixth.  During that period, the College moved from no national ranking to 79th nationally placing it in the top 5% of colleges of education.  The College’s endowments grew by six-fold under his leadership and outside grant and contract funding grew by ten-fold.  As a department head at the UA College of Education more than a decade earlier, his department was recognized as one of the eight most productive departments at UA (of 80 total departments university-wide).  As the holder of the James H. Quillen Chair of Excellence at East Tennessee State University, he organized the College of Education and wrote a technology grant to move teaching technology in that college into the 21st Century.  This was done while partnering with 11 local school systems.  In each of these cases, the gains were made as a result of bold, goal-focused leadership decisions and a hands-on management style.  Dr. McLean was also awarded the two top teaching awards given at The University of Alabama.
